Revenues from the
trout/salmon stamp pay only a small portion of the costs of
Pennsylvania's trout and coldwater fisheries programs. In
the 10 fiscal years for which the Commission has complete
reports of trout/salmon stamp revenues (FY 90-91 through FY
99-00), trout anglers have paid about $34.9 million ($3.49
million per year on average) into the Fish Fund for the
purchase of trout stamps. During the same 10-year period,
our coldwater production efforts alone have cost about $66.5
million. Thus, trout/salmon stamp revenues account for only
about 52% of the cost of coldwater propagation and
production.
The total costs for Pennsylvania's trout program include
far more than the costs of operating and addressing
infrastructure needs at our trout hatcheries. Fisheries
management efforts directed at our coldwater program and the
efforts of our law enforcement officers in connection with
enforcing trout regulations and stocking trout all add to
these costs. All-in-all, we estimate that the trout stamp
revenues account for between 35% and 40% of the total costs
of the coldwater fisheries programs of the Commission. |
